How to Apply for EHLP The U.S. Department of Housing and Urban Development anticipates a high amount of demand for the Emergency Homeowners’ Loan Program (EHLP). But determining if you might qualify is simple. Homeowners only need to complete a short Pre-Applicant Screening Worksheet and the Third-Party Authorization, and then submit the documents to a participating EHLP agency.
